Verified Official Microdata

Official Empirical Baseline (CSO Ireland & UK ONS)

Every dimension in the IDI denominator is calibrated against official statistical microdata: the Central Statistics Office (CSO) Census 2022, the Indecon Cost of Disability Report, the UK Office for National Statistics (ONS), and Scope UK.

CSO Census 2022
1,109,557
Persons with Disabilities (Ireland)

21.5% (22% rounded) of Ireland’s population (5,149,139 total) reports experiencing a long-lasting condition or disability in Census 2022.

CSO Ireland
407,342
Severe Activity Limitations (Ireland)

8.0% of the entire population experiences severe daily limitations in personal mobility, independent living, or transport.

CSO Ireland
37.7%
Ireland Employment Divide

Employment rate of 32.6% for disabled people versus 70.3% for non-disabled citizens—among the widest divides in the EU.

Indecon & Scope
€9k – €12k
Extra Annual Living Cost (Indecon)

Official empirical proof by the Indecon Report of extra costs incurred annually in Ireland, paralleling Scope UK’s £11,700/year price tag.

The Employment Divide: Ireland (37.7%) & United Kingdom (28.5%)

Despite significant national economic output, disabled people face structural labor segregation. Under Ireland’s Comprehensive Employment Strategy (CES) and Part 5 of the Disability Act 2005, public sector statutory quotas are transitioning from 3% to 6%, while the UK addresses the disability pay gap (13.8%) and Access to Work barriers.

Ireland Quota: 3% → 6% UK Median Pay Gap: 13.8% Indecon Cost of Living Trap Reasonable Accommodation Passports
Ireland: Non-Disabled Employment Rate 70.3%
Ireland: Disabled Persons Employment Rate 32.6% (Divide: -37.7%)
UK: Disabled Persons Employment Rate 53.6% (Divide: -28.5%)
Econometric Methodology

The Mathematical Model of the IDI

Originally formulated in Guatemala (iid.gt) and now harmonized for European jurisdictions, the IDI is an equilibrium ratio index that contrasts institutional response against the structural severity of exclusion.

General Mathematical Equation of the IDI

IDI is equal to weighted institutional effort Sw divided by the sum of Sw plus the average of the 7 structural dimensions D, multiplied by 100 percent.

Each sector is evaluated via 6 normalized operational variables: Strategic/Operational Plan (V1), Specific Budget (V2), Internal Regulation (V3), Hiring Percentage (V4), Physical/Digital Accessibility (V5), and Decision-Making Representation (V6).

Numerator: Weighted Institutional Effort (S̄w)

The numerator measures institutional responsiveness across four strategic societal sectors, weighted according to their legal and systemic leverage under the UN CRPD:

  • S1 (40%) = Public Sector (Primary UN CRPD Duty Bearer)
    IE: 3%→6% Quota, PAS, Decision Support Service • UK: Equality Act 2010 • GT: Decreto 135-96 / 5125 & 6613
  • S2 (25%) = Private Sector (Corporate Labor Market Inclusion)
IE: 37.7% Divide, Reasonable Accommodation • UK: 28.5% Divide, 13.8% Pay Gap • GT: >70% Informality
  • S3 (20%) = Academic Sector (Higher Education & Research)
IE: DAWN Network, DARE entry scheme • UK: Disabled Students' Allowance • GT: University Accessibility
  • S4 (15%) = Media & Communications (Public Awareness & Narrative)
Authentic lived experience representation in media, RTÉ/BBC disability guidelines, Tilting the Lens co-design

Denominator: Structural Reality of Disability (D̄)

The denominator is the unweighted arithmetic mean of 7 empirical dimensions capturing the living conditions and systemic barriers of disabled people:

  • D1: Employment (EM) — Inactivity and labor market exclusion rate
  • D2: Education (ED) — Educational attainment divide and support gaps
  • D3: Poverty & Cost of Living (PV) — Indecon (€9k–€12k) & Scope (£11.7k) price tag
  • D4: Accessibility (AC) — Physical transit and built environment barriers
  • D5: Health & Daily Limitation (SA) — Out-of-pocket costs and severe daily limitation
  • D6: Culture & Identity (CU) — Exclusion from cultural and community participation
  • D7: Political Participation & DPO Governance (PO) — CRPD Articles 29 & 33 compliance

Index Interpretation & Thresholds

Inclusion Surplus (IDI > 50%)
Institutional investment and systemic response actively outweigh the severity of structural barriers.
Response Parity (IDI = 50%)
Exact equilibrium: the institutional response matches the magnitude of the structural exclusion.
Inclusion Deficit (IDI < 50%)
Structural exclusion and lived barriers severely overwhelm the current institutional response.

The Operational Foundation

The Foundation: Guatemala’s Operational Platform (idi.gt / iid.gt)

The Index on Inclusion and Disability was conceptualized, mathematically formulated, and deployed in Guatemala at www.idi.gt (and mirror iid.gt). That operational foundation powers this transnational model.

From Guatemala to Ireland and the UK: Scaling Evidence-Based Inclusion

In Guatemala, the Índice de Inclusión y Discapacidad (iid.gt) confronts severe data invisibility: an estimated population of ~1.6 million disabled people, over 70% informal economy reliance, zero statutory disability living allowance, and community care networks operating under Decreto 135-96 and Iniciativas 5125 y 6613.

By applying this exact mathematical equilibrium equation to Ireland and the United Kingdom, we establish a scientifically rigorous transnational benchmark: comparing whether public policy in European welfare states or Central American economies genuinely overcomes the lived structural barriers of disabled citizens.

Guatemala Operational Baseline Indicators

  • Informal Labor Reliance (ENAPROM 2025): >70% of disabled workers
  • Statutory Living Allowance (Indecon Parallel): €0 / Q0 per month
  • Estimated Population (CONADI): ~1,600,000 citizens
  • Legal Framework Status: Decreto 135-96 / Initiatives 5125 & 6613
